Assignment of Responsibilities for a Mass Casualty Event
Victim Identification:
The Coroner is responsible for establishing the cause and manner of death for the purposes of identifying the deceased and issuing death certificates. State and local statutes specifically define the coroner’s responsibilities. The coroner will provide oversight and coordination of resources to accomplish the recovery and identification of the deceased.
Notification:
The Livingston Parish Coroner’s Office with assistance from the Livingston Parish Sheriffs Office will notify next of kin.
Forensics:
The Livingston Parish Coroner’s Office will determine the need for expert forensic assistance in a mass casualty event; expert forensics being forensic pathology, forensic odontology, and forensic anthropology.
Security:
The Livingston Parish Coroner’s Office will rely upon the Livingston Parish Sheriff’s Office for mass casualty scene security, incident morgue security, and family assistance center security.
Staging Area:
The Livingston Parish Coroner’s Office will assist in the coordination of a staging area with the Livingston Parish Sheriff’s Office and Office of Emergency Preparedness.
Decontamination:
Louisiana State Police Hazardous Materials Response Unit.
Transportation:
In the event of a remote mass casualty event, the Livingston Parish Coroner’s Office will rely upon the Livingston Parish Sheriffs Office for transport to remote mass casualty scene. If there exist the need for a refrigerated trailer for cold body storage at designated mass casualty staging area, the Coroner’s Office will request assistance from the Sheriff’s Office for transport of refrigerated trailer.
